Responsibilities - Work closely with federal staff to develop and implement Clinical Trials Agreements (CTAs), Confidential Disclosure Agreements (CDAs), and other critical agreements with external stakeholders involved in the conduct of clinical research sponsored by the Division of AIDS. - Develop recommendations for positions, and solutions to resolve issues that arise involving established agreements or agreements being processed. - Maintain adherence to DAIDS-wide policies, standard procedures, and guidance documents on all aspects of agreements necessary for DAIDS clinical research and relevant topics. - Ensure documents are in accordance with Federal Guidelines on Inherently Governmental Functions and NIH Policy on Relations with the Office of General Counsel. - Provide support to DAIDS staff, investigators, and collaborators on clinical research agreements, including the choice of the type of agreement to be selected, and any legal/regulatory issues that arise. - Collaborate with other components of NIAID and NIH, including the Office of General Counsel and the NIAID Office of Technology Development (OTD) to harmonize CTA templates and provisions across various divisions of NIAID and to address issues that arise in agreement processing. - Establish methods to evaluate the effectiveness and timeliness of the development of clinical research agreements and to ensure the compliance of agreements with established requirements, standards, and procedures. - Develop frequently asked questions and other informational and guidance documents derived through DAIDS experience in processing CTAs. - Assist federal client in developing Memoranda of Understanding (MOU) and Interagency Agreements (IAA) to support Division’s goals. Experience Required / Requirements - JD degree or advanced degree in a biological field (MS or PhD). - Minimum of three (3) years of clinical research regulatory affairs experience. - Experience negotiating clinical trials agreements is required. Responsibilities - Lead a project team for the evaluation and development of stable formulations in the liquid or frozen state (project dependent) for the vaccine candidates at VRC, including the following subtasks: - Work with the Director of Formulation, Project Management, and Functional Leads from other process teams to develop a formulation development plan, including timeline, that is dictated by the specific product TPP and project requirements. - Design fit-for-purpose formulation and stability studies. - Oversee the technical execution of those studies by Formulation personnel, and personally execute studies as needed. - Analyze, collate and interpret study data (directly and that analyzed by team members) based on technical expertise, previous project experience, organization knowledge and accepted scientific field literature. - Develop and execute assays for biological product characterization, formulation development and stability testing of recombinant protein-based vaccines, proteinaceous nanoparticles, and virus-like particles. - Analyze, interpret and present data in small group, department and conference settings. - Write and review technical reports and protocols documenting formulation, stability and method development studies. - Contribute directly to regulatory filings in collaboration. - Represent the Formulation Department and/or the VRC/VPP in one or more of the following: - Cross functional teams with VRC/VPP development personnel to facilitate overall project objectives. - Cross functional teams with GMP personnel to facilitate transfer of development procedures to GMP facilities. - Cross functional teams with external stakeholders as required by project. - Provide strategic guidance and technical instruction to formulation team members. - Work in collaboration with personnel to generate and complete professional development goals. Experience Required / Requirements - PhD in Pharmaceutics, Chemistry, Biochemistry, or a related discipline. - MS and three (3) years of relevant additional experience may be considered equivalent to a PhD. - Three to eight (3 to 8) years industry or industry equivalent non-profit experience in protein and/or protein-based vaccine formulation development. - Experience in leading a formulation development project, including: - Planning and executing the development of a protein-based therapeutic or vaccine (pre-formulation through final clinical formulation selection). - Managing a development team, including technical instruction of junior associates, project scheduling and resource management. - Hands-on experience with the design and execution of studies for the formulation of protein therapeutics and/or vaccines. - Strong background in both physical and chemical stability of proteins. - Hands-on experience in the theory, use, data analysis and data interpretation of the majority of the following techniques: - Calorimetric Analysis (Differential Scanning Calorimetry and Isothermal Chemical Denaturation). - Circular Dichroism, Intrinsic and Extrinsic Fluorescence and Uv-Visible Spectroscopies. - Particle Analysis (MFI, Nanosight, DLS, LO/HIAC). - Classic protein biochemistry sample handling and analysis (UF/DF, SDS-PAGE, Western Blot). - Chromatography (SEC, RP). - Experience in active participation on cross-functional project teams. - Experience in data analysis and experimental design software packages (e.g. Prism, SigmaPlot, MicroCal Origin, JMP, etc.). Highly Desirable, but not Required - Hands-on experience with the development of adjuvants and the evaluation of adjuvant compatibility with biologic vaccines. - Hands-on experience with GMP biologic fill-finish operations. The position will be based in Rockville, Maryland with  a team that includes bioinformaticians, cheminformatics, and developers that are focused on the development and use of novel research methods and tools to enable data-driven decisions that accelerate translational research. Our work is highly collaborative and we work closely with research lab scientists, biologists and chemists throughout the division on a diverse set of research programs.  The successful candidate will work within this large and diverse team on two research programs, Pharos (https://pharos.ncats.nih.gov/) and the COVID-19 Data Portal (https://opendata.ncats.nih.gov/covid19/).   This position requires strong data analytics and modelling, visualization, and manipulation of data organized in large relational and/or graph databases (Postgresql, MySQL, OracleDB, Neo4J, etc.).  The successful candidate will provide high-level queries, access, and views of complex biological data. Specificaly, experience in large chemi-informatics, genomics, proteomics, and/or metabolomics is necessary. Ideally, the candidate will have some experience with multi-omics analysis using machine learning, deep learning, and modern statistical modeling techniques. Also, candidates that have experience building web interfaces for data visualization (D3JS, C3JS,  Plotly, Django, Flask, Apache Superset, etc.) is also highly preferred.Given the highly collaborative nature of Pharos and the COVID-19 Data Portal, a comfort and desire to work in an exceptionally dynamic and cooperative environment is important.  Clear written and oral communication skills and coordination of efforts within the broader team are also critical.   Responsibilities:   - Lead scientific-related needs assessment, as well as facilitate the design, building and implementation of IT systems.  - Create generalizable code bases for abstracted analysis outside of a single client’s project such that analysis and technical tools developed for one project can be easily adapted for a different but similar problem. - Ability to analyze existing solutions in Python, Matlab, R, and Java (visual basic a plus) and adapt these solutions to a containerized plugin architecture for incorporation into a central tool repository.  - Strong interest in contributing to biological and clinical research - Understanding client needs and analyzing, validating and documenting the analysis and system requirements to best address the clients’ need.  - Analyze as-is process, develop to-be process, and identify gaps which must be addressed to reach the desired end state. - Act as an expert technical and scientific resource for software development staff in all phases of the development and implementation process - Assess diverse datasets (focused on images but including other data types outlined above) for correlative, clustering, predictive, etc. outcomes.   Qualifications:   - A PhD degree or equivalent in bioengineering, chemical engineering, computer science, statistics, life sciences, or related fields. Responsibilities - Utilize experience with bioinformatics, randomized schemes, sample prep technology for High Throughput TaqMan, and next-generation sequencing to work with DNA and RNA isolation reagents while maintaining strict adherence to quality and performance in a wet-bench setting. - Work with a variety of samples including in vitro grown bacteria, tissue culture samples, flow sorted samples, human and animal tissues in RNA-protect, RNALater, or Trizol/phenol-based solutions, for RNA, RNA/DNA, or DNA isolations. - Work with randomized schemes pertinent to the sample processing effort. Work with robotics fluidics stations (Biomek FX, NX) multi-channel pipettors; process single up to 96 and 384 well samples for target preparation for host/pathogen transcriptome profiling. - Prepare sample for High Throughput TaqMan, NGS data generation, High Throughput SNP processing, allelic discrimination assays, and genotyping. - Maintain detailed record of laboratory notebook which describes laboratory protocols/methods followed. - Assist in the writing and publication of peer-reviewed manuscripts and reports associated with work performed. Improve the efficiency and effectiveness of projects and technologies. - Develop and optimize new protocols for the lab. - Assist with Next Generation Sequencing data analysis and data interpretation. - Assist and train postbacs, ITTAs, post -doctoral researchers, high school students regarding the use of equipment/computers/software and for assistance on projects. The Proposal Writer will support an aggressive on-going effort to identify, research and prospect new business leads for a growing small business.The Proposal Writer will work closely with the Business Development, Program Delivery, and Corporate Support teams, including Executive Leadership, to respond to RFPs, RFQs, and RFIs. Will write original content to draft compelling and compliant proposals to ensure the successful acquisition and/or retention of business.
