The selected candidate will be responsible for managing and monitoring the entire proposal process and the proposal team in the development and execution of small, medium, and large proposals and responses. The Proposal Manager will translate technical jargon and poor writing into clear, easily readable, and easy to follow text. This position requires excellent writing skills since the individual selected will be required to write and rewrite proposal sections and volumes.     Responsibilities    - Organize strategy meeting with capture managers to establish win themes and capture team - Manage all phases of proposal development - Oversees proposal development to ensure the critical strategic messages are embodied in the proposal and that the win strategy is evident in the final product to maximize probability of win - Summarize RFP requirements and ensure all participants have most current information - Analyzing RFP to construct outline, storyboards, and ensure all compliance elements are met - Write or revise proposal content to achieve target message and ensure articulated throughout the proposal - Provide guidance to proposal development teams (i.e., technical staff, writers, subject matter experts, etc.), which includes coordinating with internal and external resources to ensure content, graphics, and requirements are met for a winning proposal, write proposals, promotional, corporate documents as well as review requests for proposals (RFP), request for information (RFI), and a wide variety of other bid requests - Conduct formal management reviews with internal team example - Kanban or Shipley (red/pink/gold, etc.), including the collection and distribution of comments. - Organize, schedule and conduct proposal kick-off meeting for all participants and set responsibilities to meet the submission deadlines. We work with some of the top research organizations and facilities in the country including multiple institutes at the National Institutes of health (NIH).  Overview We are seeking an experienced Senior Manager – Corporate Accounting and Finance with US Government contracting experience to join our leadership team in Rockville MD. This role is a strategic business partner to the senior executive leadership team, and a trusted and confidential adviser to the business owners. The role is responsible for the financial reporting, guidance, strategy, reporting, DCAA/DCMA audits, and financial forecasting for the company. The candidate will use their expertise to provide guidance with respect to balancing growth, financial decision making, rate development, profit levels, and help position the company for financial success. This position will provide both strategic, tactical, and organizational leadership to the financial activities of the company, also advising the broader management team as a thought leader in identifying profit generating opportunities; this role is for someone who not only works with the numbers but beyond them. This role requires a hands-on leader, who is comfortable doing the work and guiding the team’s efforts, has the ability and track record to empower employees, fosters a sense of ownership among the team, and agility to work within a fast paced and highly dynamic business environment. Responsibilities - Provide leadership in the development of financial models, metrics, and progress reporting of short and long-term strategic financial goals and objectives. - Provide detailed and accurate analytical insights on the company’s financial and operational performance. - Oversee and manage the continued development of planning, budgeting, forecasting, and modeling tools and processes to improve automation and efficiency. - Provide executive management with advice and recommendations on the financial implications of business activities. - Build collaboration and trust-based relationships with the leadership team and staff including disseminating/presenting financial information and key points to multiple levels of stakeholders. - Lead and manage the company’s annual budgeting and forecasting of revenue, rates, capital purchases to meet strategic goals, and provide recommendations to strategically enhance financial performance and business opportunities. - Direct all aspects of accounting operations such as receivables, payables, payroll and financial reporting. - Lead, assess, and manage the consolidation of company’s financials. - Lead and manage the company’s cash flow models and provide analysis and recommendations whenever needed in support of programs, investments, contract negotiations, etc. - Prepare and present financial analysis and models to executives, board members, investors or investment groups related to target company acquisitions and capital raises to expand operations. - Lead, manage, and develop the finance and accounting department staff, and develop process and procedures in support of the company scalability. - Work with Human Resources to support accounting requirements for company benefit programs including the 401(k) plan and serve as the Plan administrator and provide oversight on the 401(k)-investments. - Consistently support the management team to achieve budget, revenue and EBITDA goals - Ensure that effective internal controls are in place and ensure compliance with GAAP, the DCAA, FAR and applicable federal, state and local regulatory laws and rules for financial and tax reporting. - Lead DCAA/DCMA audits and manage procedures, and oversight of calculation of cost pools, and documentation - Coordinate closing cycles of financial systems in a timely manner - Maintain and iterate the accounting system and workflows with a goal towards optimization and efficiency. - Ensure the credibility of finance/accounting group by providing timely and accurate analysis of budgets, financial trends and forecasts. - Provide financial leadership and expertise with the company’s Deltek Vantagepoint accounting system and workflows with a goal towards optimization and efficiency to meet current needs - Work closely with other departments in support of bids and proposals, contract negotiations, pricing and financing strategies, and compliance with contracts terms and conditions while ensuring company profitability. - Provide insight and recommendations to both short-term and long-term growth plan of organization. - Identify and mitigate risks and look for potential business opportunities while making recommendations for action, including providing financial expertise in the planning and forecasting of new services, contracts, expansion based on projections. - Establish and maintain strong relationships with leadership/management staff to identify their needs and provide practical business solutions. Overview Axle is seeking a highly ambitious, adaptable, structured, and detail oriented Scientific Project/Program Manager to join our vibrant team at different locations in Maryland. Responsibilities - Perform in-depth analysis of biomedical research within NIAID mission areas -- emerging and infectious diseases, immunology, HIV/AIDS -- and relevant research products including therapeutics, vaccines, and diagnostics. - Ensure documentation follows FDA guidelines and Code of Federal Regulations (CFR). - Provide advice and recommendations for chemistry, manufacturing, and controls (CMC) information of all investigational new drug (IND) applications for vaccines, monoclonal antibodies, and related biological products. - Evaluate biomedical product outcomes using scientific literature searches in science and biotechnology. - Assist with development of research initiatives and communications. - Assist regulatory program managers with CMC-relevant responses to comments from regulatory authorities. - Participate in scheduled meetings to maintain awareness of the progress of assigned programs, projects and tasks, as well as provide insight and recommendations to other participants and division management as needed to help ensure alignment with organizational priorities and procedures. - Provide project management techniques to monitor and assess the status of projects as they progress; use critical path analysis and/or comparable project management tools to track progress; monitor deadlines and other benchmarks to ensure that activities are meeting stipulated obligations. - Provide advice and counsel as requested to division management, regulatory and operations staff to facilitate the continued development of the clinical quality management programs. - Develop strategies appropriate for manufacturing clinical products for Phase I, II, and III trials. - Plan, review, and oversee manufacturing methods, toxicology protocols, and preclinical studies. - Provide technical and program guidance and direction. - Communicate with lay and scientific audiences. Intramural Specific Responsibilities - Review and provide comments, recommendations, and strategy on product specifications, stability protocols, comparability protocols and reports, investigator brochures and other related CMC documents during product development of biological products for early phase clinical trials. - Coordinate and manage laboratory Emerging Infectious Diseases (EID) research activities. - Draft and facilitate establishment of appropriate research agreements. - Coordinate EID meeting agendas and run meetings. - Review EID vaccine literature and distribute relevant manuscripts. - Perform administrative duties for EID program as needed, including updating the Annual Reviews on EID projects and organizing speakers for EID presentations. - Prepare budget proposals for research. - Represent the pre-clinical team in project team meetings. - Coordinate tech transfer of vaccine candidates into advanced clinical development. - Assist in preparation of pre-clinical sections of regulatory documents for GMP products. - Draft/revise background sections for pre-IND, IND, and IRB documents. - Draft and participate in publication of manuscripts. - Mentor new staff, as needed, in NIH grants policy, procedures, and databases. - Interact with the pilot plant manufacturing, regulatory and quality assurance staff.
