We work with some of the top research organizations and facilities in the country including multiple institutes at the National Institutes of Health (NIH).   Overview Axle is seeking a highly ambitious, adaptable, structured, and detail-oriented Clinical Advisor to join our vibrant team at the National Institutes of Health (NIH), National Institute of Allergy and Infectious Diseases (NIAID), Division of AIDS (DAIDS), Office for Policy in Clinical Research Operations (OPCRO), Protection of Participants, Evaluation and Policy Branch (ProPEP), Rockville, MD. Responsibilities - Develop, draft, and compile policy or procedures documents for the Division of AIDS either independently or as part of a working group. - Provide leadership, editorial expertise, and consultative support to the Division of AIDS through creation of Clinical Research policies and related procedures, as well as DAIDS human subjects clinical research policies, in compliance with all applicable US Federal regulations and international guidelines, such as ICH, and other relevant guidelines. - Provide DAIDS staff advice on the interpretation of human subjects’ protections regulations, protocol compliance in human subject protections, and the additional requirements under 45 CFR 46 Subparts B, C, and D as well as other applicable regulations (21 CFR 50, etc.) and guidelines (ICH and others as applicable). - Serve as the subject matter expert, providing expertise on HIV, associated comorbidities (such as TB), etc. needed to evaluate human subject protection issues, and maintain such scientific expertise. - Contribute to the review of individual protocols presented at DAIDS’ Scientific Review Committees, from a human subject protection perspective. - Provide direct human subjects protection support to protocol development teams, clinical operations offices, project specific working groups and other DAIDS and DAIDS’ stakeholders in their oversight of the implementation of DAIDS’ sponsored and/or funded clinical research. - Provide advice to inform the departmental Branch Chief of activities related to policies; perform project management, and administrative tasks related to development and/or modification of policies and procedures. - Conduct in-depth research for development and/or modification of clinical research policies in a variety of areas (for example, clinical trial conduct and oversight, safety, research participant privacy protections). - Review and edit existing policies and procedures per DAIDS QMS process and timelines. - Provide NIH and NIAID-wide benchmarking, policy research, and analyses in support of DAIDS policy development, management, and/or administration. - Serve as a Content Manager for the internal ProPEP policies and procedures and DAIDS external clinical research policy website. - Develop policy briefings for the departmental Branch Chief, OPCRO leadership and/or other DAIDS’ leadership. We work with some of the top research organizations and facilities in the country including multiple institutes at the National Institutes of Health (NIH).   Overview Axle is seeking a highly ambitious, adaptable, structured, and detail-oriented Medical Officer to join our vibrant team at the National Institutes of Health (NIH), National Institute of Allergy and Infectious Diseases (NIAID), Division of AIDS (DAIDS),Therapeutics Research Program (TRP), Rockville, MD. Note: Work will be performed up to 30 hours per week. Responsibilities - Participate in the review, planning and implementation of clinical trials for the treatment and/or prevention of COVID-19 and/or related co-morbidities. This includes evaluating the hypothesis, objectives, study design, feasibility, and regulatory requirements, as well as identifying medical and logistical problems that may impede a study. - Work with the protocol team, network leadership, PPD leadership and other trial stakeholders to address issues and problems in a timely manner. - Advise program management of merits and deficiencies in proposed clinical studies. - Lead special projects and initiatives in support of the studies in the NIAID portfolio. Set objectives and project plans and ensure delivery. - Provide clinical expertise to assist in developing Investigational New Drug (IND) applications. Individuals providing this expertise will be named as reviewer of information relevant to the safety of the drug in question, on line 15 and 16 of the IND application (FDA Form 1571). - Evaluate annual IND annual reports and other trial related reports for medical safety and general study performance. - Provide clinical and scientific information for preparing NIAID communications to the Food and Drug Administration (FDA), other government and nongovernmental agencies, pharmaceutical companies and Data Safety Monitoring Boards. - Conduct site visits, when necessary, to obtain additional data and information for use by federal staff, in the consideration and evaluation of ongoing and future programs. - Review serious adverse event (SAE) reports, provide expert medical advice for potential impact of SAEs in ongoing research and participate in the preparation of reports submitted to the FDA.   The diversity of Axle’s employees is a tremendous asset. Responsibilities - Perform appropriate research practices associated with Human Research Subjects with experience in patient recruitment for research protocols, explaining research protocols to patients, and obtaining fully informed consent. - Provide routine nursing care to patients and/or donors undergoing apheresis procedures to include but not limited to hematopoietic stem cell collection and peripheral blood stem cell collection. - Appropriately screen and collect blood samples from patients and/or donors for safety and appropriateness of apheresis procedures. - Perform Complete Blood Counts (CBC) utilizing apheresis/phlebotomy procedures in accordance with Clinical Center policies, DTM/BSS standard operating procedures and FDA/AABB regulatory guidelines. - Provide nursing expertise and support in performing research/therapeutic apheresis procedures, hematopoietic stem cell collections, and peripheral blood stem cell collections primarily for the COVID-19 Survivor Cohort Study. - Independently operate designated apheresis machines and run quality control samples on all plasma/platelet-pheresis products. - Collect plasma/platelet-pheresis for component preparation; conduct complete, accurate initial and ongoing assessments of the patient/donor’s candidate's condition, identifying current health problems, and work closely with teams of Principal Investigators and Study Coordinators. - Serve as collaborator with the PI on the duties/responsibilities related to clinical protocol development, implementation, coordination, and management. - Assist with design and implement data collection procedures, required forms, and monitoring procedures related to the protocol. - Collaborate with physicians, clinical nursing staff, and other staff to identify ways to continually improve the integrity of data collection and analysis. - Develop improved techniques and procedures for problems related to specimen collection, ordering and implementation of diagnostic workups, protocol-driven data, and documentation. Experience Required / Requirements - Degree from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant. The applicant must have an active, current registration as a professional nurse in a state, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. - Apheresis experience preferred. Prior nursing experience with clinical trials in an outpatient setting and/or experience in data management and collection preferred. Ideally has knowledge of transfusion med/blood bank. - Experience in adult/pediatric clinical trials management, international clinical trials, and/or health communications campaigns preferred. Knowledge of biological principles and scientific methods is desired. - Four (4) years nursing experience with CPR certification. - Experience in a clinical research setting with protocols and clinical trials. - Strong diagnostic and clinical skills. Responsibilities - Quality Assurance/Quality Control of VRC Studies - Post Approval Monitoring - Ensure Federal, State, local and NIH policies and regulations are adhered to - Amendment/VVC Assistance - Study Confirmations and ensure studies are performed as per the approved ASP - Project Management of VRC in vivo research studies - Create study books – Check-off sheets, all possible paperwork associated with study for reference - Ensure materials and supply availability - Oversee animal models with variety of species e.g., Non-Human Primates (NHP), Ferrets, Mini Pigs, Rabbits, Rats, Hamster - Create and Maintain Master Sampling Schedules - Project Coordination with multiple facility sites - Submit Technical Service Requests - Prepare and ship samples as needed - Schedule Management - Research study calendar management - communicating schedule with multiple sites - Sampling schedules - Courier and Shipment Coordination - Assist with NHP Resource Coordination and Colony management - On Study, Recycle, and Holding - Study timepoint IDs - SOP assistance - Protocols assistance - Amendment assistance - Renewal assistance - Prepare Reports - USDA - Animal Information for Investigators - Study reports and updated - Events Reports to investigators or ACUC as requested - Assist APD with monitoring Health Cases from Facilities - Investigator approval for drugs - Euthanasia candidate tissues - Perform basic and advanced technical procedures in support of VRC operations - Assist in preparing immunogens and inoculations - Dose calculations - Sample processing (e.g., cbc/chem, serum, tissue collection) - Technical Procedures such as injections, blood collection, mucosal and tissue collections, etc. - Maintain laboratory equipment and technical support areas - Attend and present information at Lab Meetings/VRC Meetings/Study Meetings - Weekly Lab Meeting - VRC seminars and others considered important - Meeting with investigators about studies or ideas or conclusions - Facility meetings about initiating new studies - Contract Management meetings as requested Experience Required / Requirements - Bachelor’s degree in a related field - Minimum of four (4) years of experience in the lab animal field Benefits - Paid Time Off (PTO) - 10 Paid Federal holidays - Generous health coverage provided with no monthly premium to the employee - Generous vision and dental coverage provided with no monthly premium to the employee - Short and Long-Term Disability coverage (paid by company) - Basic Life and AD&D coverage (paid by company; option to purchase additional coverage) - 401(K) with significant company match & no vesting period - Competitive salaries with performance bonus opportunities - Discount plan for pet care, legal services, & identify theft protection - Flexible Spending Accounts: - Healthcare (FSA) - Parking Reimbursement Account (PRK) - Dependent Care Assistant Program (DCAP) - Transportation Reimbursement Account (TRN)   The diversity of Axle’s employees is a tremendous asset.
